Purpose: Appends the failure position to the error message
Notes: When no line is known the position suffix is reduced to the
file name, or omitted entirely when there is no file name
either

Parameters:
pcErrorString CHARACTER
The error message
pcFileName CHARACTER
The name of the source or include file containing the failure position
piLineNumber INTEGER
The line of the failure position
piColumnNumber INTEGER
The column of the failure position
Returns CHARACTER
The error message including the failure position
