Purpose: File-Open Dialog to pick an SmartDataObject Filename

Parameters:
pcFileName CHARACTER
INPUT-OUTPUT The file name of the SmartDataObject
Returns LOGICAL
Logical value indicating if the user has chosen OK in the file open dialog
