PUBLIC CHARACTER GetValue (character)
Purpose: Returns a configuration setting
Notes:

Parameters:
pcName CHARACTER
The configuration property name
Returns CHARACTER
The value for the configuration property or ? when not set

Purpose: Returns a configuration setting or the default value when the setting
is not available
