Purpose: Returns a character attribute value
Notes:

Parameters:
pcAttributeLabel CHARACTER
The label of the attribute
phDesignAttributeTable HANDLE
The handle of the temp-table with the attribute values
Returns CHARACTER
The attribute value

OUTPUT The DialogResult returned by the ShowDialog() method
