LONGCHAR ConvertText (longchar, TextFormatEnum, TextFormatEnum)
Purpose: Converts the given value from the source into the target format
Notes: The unknown value returns the unknown value, an empty value
returns an empty value and an unchanged format returns the
input unchanged - in none of those cases is a reader or a
writer involved

Parameters:
plcText LONGCHAR
The value to convert
peSource Consultingwerk.Util.TextFormatEnum
The format the value is in
peTarget Consultingwerk.Util.TextFormatEnum
The format the value should be converted into
Returns LONGCHAR
The converted value as a UTF-8 longchar

Consultingwerk.Util.DocumentConverter.ITextFormatReader GetReader (TextFormatEnum)
Purpose: Returns a new reader instance for the given format
Notes: A reader keeps parser state, so a new instance is returned
per conversion rather than a shared one

Parameters:
peFormat Consultingwerk.Util.TextFormatEnum
The format to return the reader for
Returns Consultingwerk.Util.DocumentConverter.ITextFormatReader
The ITextFormatReader implementation for that format
