FillValueList (handle, ValueList)
Purpose: Converts LIST-ITEMS or LIST-ITEM-PAIRS of an ABL Combo-Box Widget
In ValueListItems
Notes: SCL-5923: LIST-ITEMS and LIST-ITEM-PAIRS are queried in separate
statements, so that an error raised by the attribute that does not
match the type of the Combo-Box does not suppress the other one

Parameters:
phWidget HANDLE
The handle of an ABL Combo-Box widget
poValueList Infragistics.Win.ValueList
The reference to an Infragistics ValueList instance
