INTEGER AddNode (integer, integer, integer, character)

Purpose: Creates a node as a child of a parent at a given order
Notes : Pure CREATE + assign - child order is data (ParentId,
ChildOrder), not a sibling-pointer chain, so no FINDs.

Parameters:
piParentId INTEGER
The parent node id (0 for the root)
piOrder INTEGER
The child order under the parent
piType INTEGER
The node type
pcText CHARACTER
The node text
Returns INTEGER
The new node id
