LOGICAL AskQuestion (character, character)
Purpose: Asks the user of the current RCD web request the given
yes/no question
Notes: Sent through the RCD websocket engine
(Frmw/SendMessageWebsocket.p); confirmed when the reply is
YES and no error result was produced. When the websocket
procedure is not available the question counts as
confirmed

Parameters:
pcQuestion CHARACTER
The question to ask the user
pcAppId CHARACTER
The id of the RCD app the question belongs to (may be empty)
Returns LOGICAL
True when the user confirmed the question
