Consultingwerk.Framework.IConfigurationProvider GetRestConfigurationProvider ()
Purpose: Returns the IConfigurationProvider service of a REST / PASOE session
Notes: Returns the registered service when there is one - no matter if
it was loaded from a file of a different name or from a JSON object
in the startup JSON file. Only when no service is registered, the
service is registered from the .restapplicationsettings file, which
then has to exist in the PROPATH

Returns Consultingwerk.Framework.IConfigurationProvider
The reference to the IConfigurationProvider service
