Purpose: Performs the IsRestricted check
Notes:

Parameters:
pcRealmCode CHARACTER
The code of the security realm
pcSecurityItemGuid CHARACTER
The item of the security item
Returns Progress.Json.ObjectModel.JsonObject
The JsonObject with the response

PROTECTED HandleError (Error, IHttpResponse)

Purpose: Handels an error. The error is written into the logfile and returned

poError Progress.Lang.Error
An instance of a Progress.Lang.Error

The Response instance returned to the client
