Purpose:	Builder for the SmartHttpClient
Syntax:	Extendes the OPpenEdge CientBuilder class and returns
	the SmartHttpClient decorator to the original OpenEdge
	Http Client. Currently required due to the fact that the
	method method NewClient() is private, not protected.
