Purpose: Parses a configuration File and returns the content as in a TempTable
Notes:

Parameters:
pcFileName CHARACTER
The file name to parse
ttConfiguration TEMP-TABLE ttConfiguration
THe Temp-Table containing the Attribute Names and Values
