LOGICAL IsToolRestricted (character)
Purpose: Returns if the given tool is restricted by security
Notes: Not applicable to the TableIO tools as they are maintained on a
per SmartTableIOTarget base

Parameters:
pcToolKey CHARACTER
The key of the tool to test
Returns LOGICAL
Logical value indicating if the given tool is restricted by security

RestrictTool (character)
Purpose: Marks the given tool as restricted by security and disables it
Notes: A restricted tool is neither enabled by EnableTool nor by the
EnableRule of the tool

Parameters:
pcToolKey CHARACTER
The key of the tool to restrict
